Professor Morisey teaches Administrative Law, a seminar on Legislation and Public Policy, and Professional Responsibility.  Her primary scholarly interest is how the United States Congress makes policy decisions and enacts legislation. Prior to joining the Temple Law faculty Professor Morisey was on the faculty of Harvard University’s Graduate School of Education and Director of Policy Analysis in the University’s Office of Government, Community, and Public Affairs.  She has also served as Legislative Counsel of the American Civil Liberties Union and the United States Department of Justice Civil Rights Division.  While earning her J.D. from Georgetown University Law Center Professor Morisey held senior staff positions with then United States Representative Walter Fauntroy and the late Shirley Chisholm, the first African-American woman elected to Congress.  In addition, Professor Morisey was on the staff of the House Judiciary Committee’s impeachment investigation of President Richard Nixon. In the first few years after college, Professor Morisey worked as a Head Start teacher and a journalist. She received her undergraduate degree from Harvard University.

Professor Morisey is Vice-chair of the Leadership Conference Education Fund, a national civil rights organization. She is a former Chair of the Association of American Law School’s Legislation Section and the American Bar Association’s Section of Individual Rights and Responsibilities.

Professor Morisey has been extensively involved in the work of educational and public interest nonprofit organizations throughout her career.  She has served on the National Board of the American Civil Liberties Union and the boards of the ACLU Philadelphia Chapter, the Pennsylvania affiliate and the Massachusetts affiliate. In addition, she served for several years on the Board and chaired the Awards Committee of the Petra Foundation, which honors and supports community activists across the country.  Professor Morisey is also a former Trustee of Radcliffe College and Friends Select School.
