Professor Libonati currently teaches Local Government Law, Legislation, State Constitutional Law, and a seminar on the Philosophy of Law.

His principal writings are: Local Government Law, a four-volume treatise (with authors Sands and Martinez); Legislative Law and Process (with authors Hetzel and Williams); and Local Government Autonomy.

Professor Libonati serves as an advisor/consultant to a number of local, state and federal government agencies including the National Academy of Sciences and the National Association of Attorneys General.

Temple University has designated Professor Libonati as Laura H. Carnell Professor, a distinction reserved for University faculty who have "distinguished themselves in research, scholarship and teaching."
